Empty groups only occupy a few bytes of space to store their name,
himark and lowmark. Consequently there isn't any great incentive to
delete them. There is a control message for deleting groups
(rmgroup) but thanks to Scientology, it's ignored by almost all

have to seek approval for a group to be created or deleted.
Emmett, I think you're talking about groups like alt.config and
news.groups where creation and deletion of groups is discussed. The
problem is not the discussion, it's the actual mechanism for deleting a
group. One newsserver can inject an rmgroup control message but all the
other servers will likely ignore it unless it's digitally signed by a
hierarchy manager. In the case of alt, there is no such manager so old
groups never die.

I used to be able to. I think it's a lot harder to find a server that
will accept cmsg's now.

I don't know what happened, but I suspect the Cabal found a way to put
some controls on the process. If not, we'd probably have about a
million stupid groups by now. At least I was able to get my stupid
groups while the gettin' was good. :o}
